Pasha “Information”
Project with support from Forum Syd under Wajibu Wetu Phase I was
implemented for a period of 12 months from 1st April 2016 to 30th
May 2017. The project registered positive results by enhancing proactive
participation of young people in decision making process at all levels in
Kisumu County.
Kisumu Progressive
Youth (KPY), through the Pasha “Information” project I re-ignited the youth
model assembly as an effective platform to articulate a common community agenda
through systemized mechanisms. Delegates to the youth model assembly are
representatives of youth groups drawn from all the 35 wards in Kisumu County
elected biannually. The model assembly is led by an elected speaker, deputy spear,
protocol officer, sergeant at arms and a clerk. The systemized structure is
meant to instil discipline and enhance focus on issues when agitating for
change and more importantly, it moulds the youth on legislative process for
prospective political leadership roles.
The youth model
assembly has engaged delegates at the ward level to do social audits of county
development project within their wards and report back to the assembly. The
youth model assembly has also successfully influenced the inclusion of youth
representatives in the ward development committees as the key strategic bodies
that prioritize and set the ward development agendas.
The model assembly
has also, through constructive dialogue, developed a joint work plan for civic
education with the county government of Kisumu, giving the youth a voice in the
awareness and information campaigns. Through continuous dialogue with the
county government, the model assembly was able to successfully lobby for the
publishing of the county public participation calendar in every ward ensuring
the public was well aware and actively participate in the budget making
process. The youth model assembly has not only empowered young people on
legislative process, but also inspired the community to learn how the county
assembly works.
