With funding support from Forum Syd under Wajibu Wetu II,
seeks to have right holders increasing demand for duty bearers’ responsiveness
in 7 sub-counties in Kisumu County for an enabling environment for public
participation at county and national government levels for a period of 18
months from 1st January 2019 to 30th August 2020. While
all the County Governments have their County Integrated Development Plans
(CIDPs) in place with clear objectives; implementation plan with clear
outcomes; provisions for monitoring and evaluation; and clear reporting
mechanisms, as provided for under section 108 of the County Governments Act,
2012, Kisumu County is yet to fully comply with Section 109 that has provisions
on sectoral plans. Inclusion of the specific issues and needs that concern the
youthful population can be best demonstrated in the various sectoral plans.
Gaps in the planning documents affect the preparation of budget documents and
ultimately contribute to minimal resource allocation to priority needs for the
youth. The projects approach is to empower and build capacities of 35 youth
groups with the relevant skills to actively engage communities and leaders to
participate in legislative processes, public planning, budgeting,
implementation and monitoring county government performance. The project will
be characterized by the use of arts and a youth model assembly as a form of
civic engagement to spark civic participation in addition to the utilization of
media engagement events and dissemination of project information education and
communication materials. During Wajibu Wetu phase 1, KPY through Pasha “Information” Project I, learnt
the essence of supporting inclusive and accountable governance processes. This
project therefore seeks to mobilize youths for meaningful engagement in
dialogues with various administrative and legislative leadership that will
shape positive engagement.
